Preamble
Applies to bothWe, the citizens of LightVille and the players who bring them to life, come to San Andreas to build a second life: to work, to trade, to serve, to break the law and to answer for it.
We believe a city is only as good as the stories its people tell together. We believe nobody should be made to feel small for who they are. We believe a newcomer should be taught, not punished, and that the people who keep order must be held to the highest standard of all.
This Constitution sets out what kind of city we are, the rules every player agrees to, and how those rules are enforced, fairly and the same way for everyone. Where a rule is unclear, its spirit decides.
New here? Start with these ten
The full Constitution explains each one. If you remember nothing else, remember this.
- Stay in character. You are your character while you are in the city.
- Talk before you shoot. Every attack needs roleplay first.
- Value your life. At gunpoint, you comply.
- Cars are not weapons. Never run people over on purpose.
- Only use what your character knows. Discord and WhatsApp are not in the city.
- Give others a chance to respond. Don't force what happens to them.
- Forget the scene after you respawn. No revenge.
- Don't leave in the middle of a scene. If you crash, come back.
- Report bugs, never use them.
- Respect everyone, in the city and on every platform.
Founding values
Out of characterThese values explain why every rule in this Constitution exists. When a situation isn't covered by a rule, staff decide it using these values.
1.1 Serious about the story
LightVille is a semi-serious roleplay server. We stay in character and build real stories, but nobody is punished just for not knowing the ropes yet.
1.2 A living city
Every player is a citizen first. Taxi drivers, mechanics, medics, officers, business owners and gangs all keep the city alive. Crime is part of the story, not the whole story.
1.3 Story before winning
A good scene is one both sides enjoy telling later. Winning a fight you didn't roleplay is not winning.
1.4 Fair loss
Losing is part of the story, but never the end of it. Robberies are capped, theft never changes who owns a vehicle, and permanent death needs consent.
1.5 Proudly South African
Our rand, our police, our roads and our slang. We represent Mzansi with pride and with respect.
1.6 The spirit of the rule
No rulebook can list every situation. Staff judge by what a rule is for. Finding a gap in the wording does not make something allowed, and "it's my character" is never a defence.
1.7 Teach first, enforce second
Newcomers at level 5 and below are taught, not punished, for their first roleplay mistakes. Experienced players are held to the full standard. Staff are held to a higher one.
Community code
Out of characterHow we treat each other as real people. This chapter applies everywhere LightVille exists: in the city, on Discord, in WhatsApp groups, and on Facebook, TikTok and YouTube.
Respect everyone
No harassment, personal attacks, bullying or shaming. Nobody is targeted for their race, ethnicity, nationality, language, gender, sexual orientation, religion, disability or age. Roleplay conflict between characters is fine. Attacking the real person behind the character is not.
Zero tolerance
These are never acceptable, in any form, on any platform. Each one is at least a Class C offence (Chapter 7). The ones marked Class D lead to a permanent ban.
Keep it right for our community
Our community includes players from age 13. Because of that:
- Sexual roleplay of any kind is not allowed, with or without consent.
- Detailed torture, dismemberment, cannibalism and other extreme violence are not allowed.
- Roleplay involving suicide or self-harm is never allowed.
City beef stays in the city
Arguments between characters never move to Discord, WhatsApp, social media or real life. If you are upset about a scene, report it (Chapter 7). Don't take it out on the player.
No advertising
Do not advertise other servers or communities anywhere in LightVille spaces.
Streaming and support
You are welcome to stream and record your roleplay. When you are in a support ticket or support voice channel, mute your stream and hide your screen. Support conversations stay private between you and staff. Never come looking for a streamer by their real or OOC name.
Roleplay standards
Applies to bothThe standards every scene is held to. Most mistakes in the city are a break of one of these.
Stay in character
While you are in the city, you are your character. Use OOC chat only when you really need to. If a scene goes wrong or makes you uncomfortable, play it out calmly and report it afterwards.
- Don't go OOC to rant, argue or threaten to get someone banned.
- Don't mention the rules, clips, recordings or staff in character. Use city language instead (Schedule 1).
Metagaming
Your character only knows what they saw, heard or were told in the city. Information from Discord, WhatsApp, streams, videos or OOC chat does not exist for your character.
Your characters are strangers to each other. If you play more than one character, they can't share a family name, be related, know each other, or pass money, items, vehicles or information between them.
Lucas never heard about the stash in the city. He used a WhatsApp message.
The information was passed character to character, inside the city.
Powergaming
Never force an outcome on another player. Build your actions step by step with /me, let them answer with /do, and use a dice roll or coin flip when the result is in doubt. No superhuman strength, no invincibility, and don't talk over people so they can't respond.
John never got a chance to react. Sipho decided the result for him.
Each step gives John a chance to respond.
Value your life
Act like your life matters, because to your character it does. When someone has a weapon on you, you comply. You also value your freedom and your belongings: no dumping cars in the ocean, no ramming for fun, no getting arrested on purpose.
Running from a gun because you think they're bluffing.
Hands up, comply, and look for a safe chance later.
Random deathmatch (RDM)
You must start roleplay before any attack. That means a clear in-character threat or demand that gives the other person a real chance to respond. The only exception is when someone is already aiming at you or shooting at you.
An insult is not initiation. Shooting over words is RDM. So is starting a fist fight and then pulling a gun.
Clear threat, clear demand, and time to respond.
Vehicle deathmatch (VDM)
Vehicles are not weapons. Running people over or ramming vehicles on purpose is not allowed. SAPS pursuit tactics are covered by the SAPS handbook.
Someone insulted you, so you ran them over.
Stop, get out, and roleplay the conflict.
Roleplay before gunplay
Guns are the last option, not the first. Before shooting, your character should try to talk, negotiate, fight with fists, walk away, or report it to SAPS. Shooting from a moving vehicle is not allowed.
Injuries and being downed
The city tracks your wounds, so play them. If you are shot in the leg, you limp. If you are bleeding, you need help.
- When you are downed, wait for FMD. Don't respawn while SAPS or FMD are nearby or on the way.
- Don't go AFK while FMD is treating you.
- Only FMD may carry or escort a downed player. Friends may help only when no FMD member is in the city.
- No searching, robbing or dumping downed or dead bodies.
- Don't use
/meto act while you are dead.

What you remember depends on how the scene ends.
You are downed in a scene
From here, one of two things happens.
FMD revives you on the scene
You remember everything. The scene continues.
You respawn at hospital
You forget the scene that put you down and who did it, unless someone who was there tells you in character.
Stay away for 15 minutes
Don't return to that scene's location for 15 minutes, and never go after the people involved for revenge.
Combat logging
Don't leave the city during a scene unless you have a real emergency. Leaving to avoid an arrest, a robbery or a death is a Class B offence.
If you crash, come back as fast as you can and tell the people in the scene ("my head popped"). If you crash during a pursuit or an arrest, also tell a Supervisor how long you'll be.
Green zones
No crime may start in a green zone. A scene that began somewhere else may continue into one, but nobody may be broken out of custody at a hospital or SAPS station. Green zones are also the only places you may stay AFK.
Restricted areas
The Prison is off limits unless you are serving time, visiting, or taking part in a staff-approved breakout scene. Never glitch into or out of it.
Bugs, exploits and game physics
Don't use bugs or game mechanics to get ahead. That includes:
- Duplicating money or items, or any bug that gives you money
- Crosshair software, macros or automation
- Bunny-hopping, spam punching, or zig-zagging in a shootout
- Spawning a job vehicle to escape SAPS
- Abusing emotes or
/dragto fit extra people in a car
Realistic roleplay
These are not allowed unless the Board or Events team approves the scene in advance:
- Terrorism, bomb threats or mass shootings
- Raiding a SAPS station or the courthouse
- Hijacking aircraft
- Kidnapping SAPS or FMD members, or holding officers to free a prisoner
- Pretending to be SAPS, FMD, a judge or any official you are not
- Playing agencies that don't exist in LightVille, such as the FBI or the military
- Vigilante or hitman roleplay
Your character
- Use a realistic name. No joke names, celebrity names, puns or anything offensive.
- No animal or unrealistic masks. Wear a mask only when you are about to commit a crime.
- Nothing carries over from a past character: no money, items, vehicles, jobs or ranks.
Crime and conflict
Applies to bothCrime is welcome in LightVille. It drives stories for SAPS, FMD, the courts and everyone else. These rules keep it fair, so the person on the losing side still wants to log in tomorrow.
Gangs
Gangs are more than shooting. Business, territory, loyalty and rivalry all make good stories. Every gang is bound by the initiation rules in 3.5. Constant violence for its own sake isn't tolerated.
Restart window
No crime in the 15 minutes before and the 15 minutes after a server restart.
Robberies
You may rob another player for up to half of the cash they are carrying. Bank money is never part of a robbery.
Robbery calculator
Type how much cash the victim is carrying.
The robber can take at most R6,000. The victim keeps at least R6,000.
Money in the bank: always safe
- Wear a mask when you rob someone.
- You can't force anyone to withdraw from an ATM or bank, or hand over things that aren't with them.
- One robbery per hour. A group counts as one: if your crew robs someone, the whole crew waits an hour.
- Never rob SAPS or FMD members on duty, players at spawn or in character creation, or service workers you called on purpose (taxi, tow, mechanic).
- Never hurt or kill a victim who is complying.
- Robberies in public are allowed, but remember 3.4: value your freedom.
Vehicle theft
You may steal a vehicle through roleplay, to joyride, strip or hold it for ransom. Ownership never changes. A stolen vehicle can't be sold, registered or kept. When the scene is over, the vehicle goes back to its owner through the impound.
- Never steal SAPS or FMD vehicles.
- Never take more than one vehicle from the same person at once.
- A vehicle used in a robbery or murder may be seized by SAPS command.
Scams
In-character scams for cash are allowed. Vehicles and property can never be scammed away. They change hands only through a real sale the owner chooses.
Hostages
To take a hostage you must have a real weapon, and the hostage must be taken through actual roleplay. Fake hostages, such as a friend posing as one, are not allowed. SAPS and FMD members can never be taken hostage.
1 hostage = 1 demand
Each hostage gets you either one demand or R5,000, not both. Only three hostages count toward demands.
If you make no demands at all, you may hold up to five hostages.
Pursuits and traffic stops
- During a pursuit, don't despawn, swap or repair your vehicle, and don't use garage or impound menus.
- You may switch vehicles only if you planted the second one there before the crime.
- Don't start a robbery on a bike unless you planted it there beforehand.
- When SAPS pulls you over, play out the stop. Don't drive off mid-scene and don't open fire straight away.
Cop baiting and smash-and-grabs
Don't commit crimes just to start a chase or a shootout with SAPS, and don't ambush officers. Every crime must give SAPS a real chance to respond.
Stay out of other scenes
If you are not part of a scene SAPS is handling, keep away. If an officer has to tell you more than twice, you may be detained.
Emergency services
SAPS and FMD members on duty may never be killed or robbed. Off duty, they are treated like anyone else, but only if earlier roleplay gives you a real reason to target them.
Player kill and character kill
A player kill is a normal death. Your character survives and follows the New Life Rule (3.9). A character kill ends a character forever. It can happen in only two ways:
- By your own choice, through a permadeath request to staff.
- By court sentence, for the most serious crimes, approved by both the Chief Justice and the Executive Director.
A gang war that includes character kills needs both leaders to agree in a faction ticket, and every member taking part must have opted in.
Public service
Applies to bothSAPS, FMD, VESA, the Judiciary and the Government keep the city running. Joining one is a promise to serve, not a source of power.
Service before power
Don't join a faction to abuse its benefits, equipment or access. Faction rank gives you authority in the city. It gives you no staff powers.
SAPS
Corrupt-cop storylines are allowed only when they create roleplay and give nobody a real advantage. Giving armoury weapons or equipment to anyone outside SAPS means a permanent ban from SAPS and a ban from LightVille.
FMD
Never harm FMD. They are there to help you, not just to pick you up. Roleplay with them, follow their treatment, and don't walk past medical staff at the hospital.
The Judiciary
Court rulings are law in the city. If you disagree with a ruling, appeal it in character through the proper process. Don't take it to staff. The rights of arrested and accused persons are set out in the Provincial Constitution (Schedule 2).
Department handbooks
Each faction has a handbook with its own procedures. Handbooks add detail to this Constitution but can never overrule it. Where they disagree, this Constitution wins.
Staff conduct
Out of characterSupervisors and everyone on the LightVille Games Board are bound by this Constitution, and held to a higher standard than players.
Follow the ladder
Every punishment must name the section broken, its class, and its step on the ladder (Chapter 7), and it must be logged with a reason. Punishments without a logged reason may be overturned.
No conflicts of interest
Never judge a scene you were part of, or one involving your close friends, your gang or your faction. Hand it to another Supervisor.
Money and items
No money, item or vehicle may be given, refunded or removed without a logged reason. Refunds need evidence.
Powers are for duty
Admin mode is for handling reports and incidents. Never use staff powers or information to benefit your own characters or friends.
Confidentiality
Reports, logs, tickets and staff discussions stay private.
When staff break the rules
A staff member who breaks this Constitution is dealt with by the Executive Director, or by the Board for serious cases. They face the same ladder as players and may also lose their role.

Newcomer education phase
Players at level 5 and below are still learning. The first time a newcomer breaks a Class A or Class B rule, a Supervisor explains the rule and makes a note. There is no punishment. If they break the same rule again, the normal ladder applies from step 1.
Class C and Class D offences are not covered by the education phase. Respect and honesty are expected from day one.

The four offence classes
Minor roleplay breaks
Small slips that hurt a scene: needless OOC chat, minor powergaming, wearing a mask with no crime, breaking 3.15.
Serious roleplay breaks
Ruining someone else's play: RDM, VDM, metagaming, combat logging, breaking NLR, cop baiting, robbery and hostage rule breaks, crime in a green zone.
Community breaks
Harming real people or the community: harassment, banned words, slurs, advertising, disrespecting staff, sexual or extreme roleplay, abusing faction equipment.
Integrity breaks
Attacks on the server or its people: cheats and hacks, keeping exploited money or items, ban evasion, doxing, real-life threats, sexual content involving minors.
Jail or ban?
Admin jail
For breaking roleplay in the city (Class A and B). You stay part of the community and learn the rule while you serve the time.
Ban
For harming people or the community (Class C and D), and when roleplay breaks keep happening after jail has not worked.
The punishment ladder
Each time you break a rule in the same class, you go up one step. Select a class, then a step.

Class D has one step: a permanent ban.
Strikes expire
A clean record moves you back down the ladder. Strikes expire after a period with no new offence in the same class. Expired strikes stay on your record, but they no longer count.
Supervisor judgement
A Supervisor may move a punishment one step up or down from where the ladder puts it, and must write down why. They may never skip more than one step.
Moves it up
Clearly on purpose, repeated in the same session, targeting a newcomer, or abusing a faction rank.
Moves it down
Honest admission, a genuine crash, provoked by another player's rule break, or a newcomer just past level 5.
Final warning and permanent bans
Reaching step 5 in Class B or C puts you on a final warning until that strike expires. Any Class B or C offence while you are on a final warning means a permanent ban.
Permanent bans are only for Class D offences and for breaking a final warning. Every permanent ban must be signed off by the Executive Director or a more senior Board member. You may appeal a permanent ban once, after 30 days.
Evidence
Supervisors decide cases using the city's server logs, what staff saw themselves, witness statements, and any screenshots or clips. Clips help, but they are never required. Nobody loses a case just because they play on a phone that can't record.
Reporting a rule break
Use /report in game, or open a ticket on Discord. Include the player's ID. Don't raise the rule break in character. Finish the scene, then report it.
Appeals
Appeal a punishment by Discord ticket within 7 days. It will be reviewed by a different Supervisor from the one who issued it. The punishment stays in place during the appeal. The Executive Director's decision is final. Appeals of permanent bans go to the Board.
